The largest housing legislation in a generation is headed to the president's desk. Congress passed the 21st Century ROAD to Housing Act. Here's what's in it and why it matters for buyers and renters: • Faster approvals. Streamlined permitting and preapproved home designs mean builders can move faster. In housing, time is expensive, so this is a critical solution. • Manufactured housing. Clarified standards and updated financing could unlock real volume at lower price points — one of the most underused tools we have for closing the housing gap. • Small-balance mortgages. Expanding financing for smaller-dollar loans makes lower-cost homes more accessible, especially in rural and underserved markets. • Flexible federal funding. The HOME Investment Partnerships Program is a federal grant program that gives money to states and cities to fund affordable housing. This bill cuts the red tape that's been slowing it down. The housing shortage is deep. Filling the gap will take time.
