OLEG TERESHCHENKO: BUILDING THE NEXT LAYER OF THE GLOBAL CULTURAL ECONOMY Vision 2030 → NEO7 → World Cultural Games → Cultural Economy Most entrepreneurs build companies. Developers build infrastructure. Engineers build technologies. My work has been about connecting these worlds My name is Oleg Tereshchenko. I am the Founder of World Cultural Games (WCG), Partner of International Center NEO7, and an entrepreneur with more than twenty years of experience in real estate development, construction, innovation, international business and strategic project creation. Over the past two decades, I have participated in more than one hundred projects across development, infrastructure, technology, investment and international partnerships. That experience gradually led me to a fundamental question: What happens when infrastructure is no longer the final product, but becomes the foundation for creating cultural value? Today, I believe this question defines one of the most important investment opportunities of the coming decades. The World Is Entering a New Economic Cycle The twentieth century was built on natural resources. The early twenty-first century was shaped by data and digital platforms. The next stage will increasingly be defined by cultural capital. Artificial Intelligence is making technology more accessible than ever. As AI reduces the cost of creating content and software, the value of authenticity, trust, identity, participation and cultural meaning continues to grow. This is not a replacement for technology. It is the next layer built on top of technology. Why Saudi Arabia Matters Saudi Arabia represents one of the most ambitious transformation programs in the world. Vision 2030 is not only investing in infrastructure. It is creating entirely new ecosystems where cities, tourism, sports, entertainment, culture, technology and investment develop together. Projects such as NEOM, Qiddiya, Diriyah and the transformation of Riyadh demonstrate a shift from building assets to building destinations. For me, these projects represent more than construction. They are laboratories for the future cultural economy. World Cultural Games World Cultural Games (WCG) is being developed as an international platform connecting culture, sports, tourism, media, AI, architecture and creative industries. Our objective is not to organize another event. Our objective is to develop a scalable ecosystem where cultural participation becomes measurable economic value. Our long-term architecture includes: • International Center NEO7 in Riyadh • World Cultural Games (WCG) • WCG Grand Prix • International strategic partnerships • AI-powered cultural platforms • Cultural IP • CU3.0 (Culture 3.0) • New participation models connecting cities, creators, investors and global audiences. Why This Matters Cities are entering a new stage of competition. The question is no longer simply: "What can we build?" The question is: "Who will choose to come, create and stay?"
