Unexpected item in the Local Plan area - especially after the endorsement of the City of London's Heritage SPD with the Co-CEO of Historic England (was it only Wednesday?, Tom Sleigh). The Secretary of State - ok, the relevant minister Pennycook - has intervened at the last minute on the City Plan 2040 to seriously question the proposed Tall Buildings cluster and its impact on the Tower of London.
