While the all of the details are not known, this project seems to illustrate again the great difficulties in running before walking, i.e., the importance of (1) greater transparency and realism of capabilities in project management, (2) understanding the many difficulties involved, and (3) emphasising more incremental work of reinforcing supplier and R&DD ecosystems at a smaller scale first. The worry is that Europe is not learning the lessons...and I think these lessons go beyond the obvious about the capacity of European states to organize large projects particularly those that involve reverse engineering and other kinds of innovation. Atiyeh Nekahi et al. did a very clear cut analysis of the various aspects of the production process within a "gigafactory" and an assessment of firm capacities at each step. This is worthwhile for S&T policy analysts but I suspect that kind of crucial detail is not really being considered at the highest official levels in Europe.
