Expanding access to higher education is only part of the challenge. Ensuring students can successfully complete their studies is equally important. While global enrolment in higher education has grown rapidly over the past two decades, completion rates have progressed more slowly. The global gross graduation ratio rose from 22% in 2013 to just 27% in 2024. These figures reflect the multiple barriers many students continue to face throughout their learning journey, including financial constraints, unequal support systems and disparities in quality.
