As EU co-legislators advance in their respective positions on the #GridsPackage, with the TEN-E Regulation , UFE and BDEW Bundesverband der Energie- und Wasserwirtschaft e.V. call for a framework that ensures a secure, affordable and technically robust energy transition. Europe's decarbonisation pathway requires planning tools grounded in operational realities, governance built on system expertise, and regulatory mechanisms that protects consumers while enabling investment. Infrastructure planning must be based on multiple scenarios, across regions, sectors and voltage or pressure levels, to reflect the uncertainties surrounding technology deployment, demand evolution and electrification pathways. Alongside the European Commission's own scenario, alternative scenarios should be given equal consideration. Planning methodologies must build on system expertise. They should rely on the technical knowledge of ENTSO-E, ENTSOG and ENNOH, in coordination with the DSO Entity and following transparent consultation with stakeholders and Member States, ahead of EU Agency for the Cooperation of Energy Regulators (ACER)'s opinion. A mere transfer of this task to ACER would compromise technical quality, add red tape and risk inconsistencies in the planning process. We also call for deleting the mandatory allocation of 25% of congestion revenues to Union list projects, a measure that lacks analytical justification and risks undermining regulatory stability. We stand ready to work with policymakers towards a final agreement that is ambitious, realistic and aligned with system needs.
