Yesterday the Uniform Law Commission (ULC) approved four new acts, including the Uniform Transfers to Minors Act (UTMA). Prof. Emily Taylor Poppe served as reporter for the Drafting Committee for the UTMA since the Committee's establishment in January 2024. Prior to that, starting in February 2022, she served as reporter for the Study Committee for the UTMA. In our Q&A with Prof. Taylor Poppe on the new UTMA, she discussed her central role as reporter for the new act, some of the significant revisions, and the practical implications for attorneys and families. Prof. Taylor Poppe is an interdisciplinary empirical scholar whose research is focused on inequalities in access to civil justice. She investigates how legal education, the regulation of the legal profession, legal technology, and institutional design can enhance equality in access to justice, and she evaluates estates and trusts law from an access to justice perspective. Prof. Taylor Poppe is also active in law reform efforts. In addition to serving as the reporter for the UTMA, she currently serves as associate reporter for the American Law Institute Principles of the Law, High Volume Civil Adjudication.
