Budget and Finance Specialist Job Summary: The Budget and Finance Specialist is responsible for providing budget and finance support to ensure accurate and efficient financial operations within the House Sergeant at Arms (SAA) organization. This role encompasses financial analysis, reporting, and compliance. The incumbent is required to have knowledge of budget principles and financial processes, and all applicable legal requirements and governing policies. Duties: Typical duties include, but are not necessarily limited to: Assists the Deputy Assistant Sergeant at Arms, Budget and Finance with budget and finance programs, projects, and initiatives—utilizes financial systems and software such as PeopleSoft, FinMart, and Hyperion. Processes vouchers, invoices, and staff reimbursements for payment—ensures that submissions are made in a timely manner, include the appropriate supporting documentation, and meet the requirements set forth in the Voucher Documentation Standards and governing policies set by the Committee on House Administration. Manages the SAA’s participation in the House Financial Card Program (HFCP)—ensures that cardholders follow the regulations set forth by the Committee on House Administration; acts as a liaison between the SAA staff and the HFCP team. Assists the Deputy Assistant Sergeant at Arms, Budget and Finance with the development and implementation of processes and procedures relating to budgeting and finance—constantly reevaluates processes and procedures to ensure accuracy and push updates to SAA divisions as necessary. Job Requirements: • Experience using financial software (e.g., Hyperion, PeopleSoft, FinMart etc.). • Experience reconciling expense reports, invoices, and processing vouchers and payments. • Experience presenting financial processes to divisions/departments. • Experience managing participation in a travel or purchase card program. • Preferred Qualifications: • Project Management Professional (PMP) certification. • Professional finance related certification. • Experience applying U.S. House financial practices and policies. • Experience coordinating budgets with divisions/departments and maintaining a multimillion-dollar budget. • Experience creating budget reports and analyzing results using spreadsheet software. • Bachelor’s degree in Business Administration, Accounting, or a related field, or equivalent experience.
