Two UAE AI agencies launched agentic AI practices this month. Neither asked what the process does first. One of them says the gap is the infrastructure. The cloud pipelines are brittle and the legacy systems will not support reliable AI agents in production. That is a real problem. The other says the gap is the implementation roadmap. Businesses need a structured guide to respond to the Sheikh Hamdan two-year private sector AI mandate. That is also a real problem. What neither of them asks: what process does the agent run on, is it documented, and is the data behind it reliable enough to act on? That question is not answered by an infrastructure project. It is not answered by an implementation roadmap. It requires someone who has run the operations being automated. Not read about them. Run them. A well architected AI deployment on top of an undocumented process is a fast route to a confident wrong answer. The agent will execute reliably. The outcome will not be what the business needs, because nobody defined the operational problem before the technology was built. In an environment where every AI agency in Dubai is pitching agentic AI to the same COO this month, the question that separates the build from the result is not "what can we deploy?"
