Two UAE AI agencies launched agentic AI practices this month. Neither asked what the process does first. One of them says the gap is the infrastructure. The cloud pipelines are brittle and the legacy systems will not support reliable AI agents in production. That is a real problem. The other says the gap is the implementation roadmap. What neither of them asks: what process does the agent run on, is it documented, and is the data behind it reliable enough to act on? That question is not answered by an infrastructure project. A well architected AI deployment on top of an undocumented process is a fast route to a confident wrong answer. The agent will execute reliably. The outcome will not be what the business needs, because nobody defined the operational problem before the technology was built.
