If you’ve ever joined a project where everyone’s responsible, you already know how it goes. Slowly. With lots of handoffs and no real owner. Waste systems can have the same problem. That’s why TOMRA’s Holistic Resource Systems (HRS) framework puts extended producer responsibility (#EPR) in the “enabler” category. It’s a way of making accountability and financing line up with material flows. If producers are responsible for end-of-life performance, it changes what gets funded, what gets measured, and what gets optimized. It also changes how deposit return systems (#DRS), separate collection and mixed waste sorting, the global best practice waste management systems that make up HRS, can be integrated, because financing and accountability aren't fragmented anymore.
