Update to this post: Two truck drivers, including a DACA recipient who owns a trucking company, the American Federation of State, County and Municipal Employees and the the American Federation of Teachers have filed a petition for review in the D.C. Circuit seeking to have this rule invalidated. More to come once the parties have filing briefs in the case.
