Extended Producer Responsibility (EPR) is increasingly at the centre of efforts to strengthen waste management systems. In practice, however, implementation does not follow a single model. Across markets, EPR systems are developed over time, shaped by local infrastructure, policy conditions, and the role of the informal sector. Transitional approaches, including phased implementation and complementary mechanisms, are often needed to build capacity as systems evolve.
