The People's Republic of China’s AI+ Action Plan (AI+) is its most comprehensive effort to date to embed artificial intelligence across the entire economy.   Included as part of the 15th Five-Year Plan, AI+ spans everything from scientific research and industrial production to healthcare, education, governance, and global cooperation.   The objective is integration at scale: building the infrastructure, talent base, and policy frameworks needed to make AI a foundational layer of how the country operates and competes.   The implications extend beyond the technology sector, shaping how standards are set and how competitive advantages are built and sustained.   Read the second post in Strider’s series on the PRC's 15th Five-Year Plan, examining the AI+ agenda in detail.
