The number of PRC graduates returning home has more than doubled since 2018. PRC companies are dispatching recruiters around the world and authorizing salaries competitive with local pay. And the 15th Five-Year Plan includes a strategy to build on that momentum—with state-backed recruitment programs targeting top scientists from the United States and Europe and a new high-tech talent immigration system designed to formalize the path home.
