General Sir Richard Bourke (1777-1855) was an Irish-born British Army officer who served as Governor of NSW from 1831 to 1837. He was an ardent leftist and encouraged the emancipation of convicts and helped bring forward the ending of penal transportation to Australia. Bourke Street (this part in Surry Hills) was named after him.
