Important moments at the 18th European Economic Congress, which took place last week in Katowice, Poland. Adam Lamentowicz, Chief Commercial Officer CEE, joined Ed Birkin, Managing Director of H2 Gambling Capital, to present the latest findings regarding the size of the online gambling black market in Poland. 📈 The data is clear and the issue is increasingly urgent. The Polish market is facing a growing imbalance between the regulated ecosystem and the scale of illegal activity: • €16.8 billion in turnover generated by the online gambling grey market in 2025; • €680 million in gross gaming revenue (GGR) generated by the illegal market in 2025, including €400 million from online casinos and €280 million from online sports betting; • 40% of the online casino market and 22% of the sports betting market are in the grey market; • €3.4 billion in deposits from Polish accounts went to unlicensed websites; • 1.5 million people (around 5% of Poland’s adult population) regularly used illegal casino and betting platforms in 2025; • €2 billion in lost tax revenue over the past 10 years, with another €2 billion projected over the next 5 years if nothing changes. The rise of illegal gambling has become a structural issue with significant economic, fiscal, and social implications, that is impacting tax revenues, weakening consumer protection, and limiting the effectiveness of regulation. The findings of the H2 Gambling Capital report reinforce a key point: without a modern legislation and a more competitive, well-calibrated regulatory framework (including the ability for licensed operators to offer a full range of products), the gap between the legal and illegal markets will continue to widen. 🔴 Across Europe, the evidence is consistent. Effective markets are built not through restrictive measures that struggle to keep pace with digital realities, but through balanced regulation, competitive taxation, and strong enforcement mechanisms that channel consumers toward safe, licensed environments.
