“The federal government is required to set aside at least 23% of prime contracts for small businesses.” I’ve heard some variety of this statement countless times, including from well-regarded government contracting consultants and on federal websites. But this single sentence includes not one but three important—and very common—errors about the federal government’s small business programs, including the notion that the government has small business mandates instead of small business goals. Like a vampire, these three myths about the government’s small businesses contracting programs simply refuse to die.
