STEP members increasingly face cases where disabled young adults lack capacity to control maturing Child Trust Funds or Junior Individual Savings Accounts, yet parents have no automatic authority. Access often requires Court of Protection involvement, despite relatively modest sums, creating delay, cost and inconsistency.
