On May 29, the White House Office of Management and Budget released a sweeping proposed rule that would fundamentally reshape how federal research funding is awarded, managed, and enforced across all agencies. SPIE believes the proposed change represents a profound shift away from merit-based, expert-reviewed research funding. It would give the administration unprecedented control over federal grantmaking and centralize decision-making authority within the Executive Branch.
