For years, the dominant narrative has been that Europe has an innovation problem. The latest Horizon Europe data suggests something very different. Between 2021 and 2025, nearly 149,000 proposals were submitted. Only 14% received funding. But the most striking figure is this: š Around 70% of proposals that passed the quality threshold were not funded because the budget simply wasn't there. Europe is not short of ideas. It is not short of scientific excellence. It is producing more high-quality innovation than it can currently absorb. The real bottleneck is not innovation supply. It is funding capacity.
