On 12 August 2026 every EU seller with a brand name on their own packaging becomes a manufacturer under the PPWR, with no grace period and no exemption for small businesses. This replaces a 30 year old directive and 27 national rulebooks with a single binding standard that applies identically in Germany, France, Poland and every other member state. From the 12th you need a signed EU Declaration of Conformity for each packaging type you place on the market, backed by technical documentation, plus active EPR registration in every country you ship to and an authorised representative wherever you are not established. Food contact packaging carries the sharpest edge, with PFAS and heavy metal limits enforced from that date and accredited lab certificates, not self-declarations, required as proof. The enforcement mechanism is not a fine. It is market access. Packaging that cannot prove compliance on 13 August can be pulled from sale the next morning.
