Most boards aren't short of agenda items. If anything, they're overloaded. The risk is that important discussions become crowded out by urgent discussions, and strategic conversations are squeezed between compliance, reporting, and operational updates. A Chair plays a critical role in helping a board focus its collective attention on the "big rocks". The decisions, risks, opportunities, and future-focused conversations that will have the greatest impact on the organisation.
