Could West Ham Become the IFR's First Governance Case Study? Much of the debate around the Independent Football Regulator (IFR) has focused on financial sustainability, ownership tests and licensing. Yet the recent speculation surrounding West Ham suggests the regulator's influence may extend much further into the governance architecture of clubs themselves. If the reports prove indicative of the regulator's thinking, this could become an important precedent. The questions being asked are not solely about ownership. They are about accountability, oversight, leadership capability, culture, succession planning and whether those entrusted with running clubs remain fit to do so. For years, football governance has often been assessed through a narrow lens of compliance. The IFR may shift that conversation towards effectiveness. That raises a challenge for every club: If the regulator reviewed your board and executive leadership team tomorrow, what would it find? • Is the board composition appropriate for the club's strategic ambitions? • Are governance structures sufficiently independent and robust? • Does the executive team have the right balance of experience, expertise and challenge? • Are succession and leadership risks properly understood and documented? My view is that clubs should not wait to discover the regulator's expectations through enforcement action or public scrutiny. The clubs that will be best placed in the new regulatory environment are those that get ahead of the curve by commissioning independent assessments of both their board and wider executive leadership team. An external board and leadership appraisal report provides objective evidence of governance effectiveness, identifies capability gaps, demonstrates commitment to continuous improvement and helps build credibility with stakeholders and regulators alike.
