QCPD’s MUST SEE 🔍 | UPR Recommendations to Qatar As part of our series “QCPD’s MUST SEE,” we continue to spotlight key recommendations from Qatar’s 4th Universal Periodic Review (2024–2025) — ensuring they remain visible and relevant beyond the review process. 💡 This week’s spotlight is on Recommendation No. 170.146. Why does this matter? The kafalah (sponsorship) system has historically governed the relationship between migrant workers and their employers in Qatar, tying a worker’s legal status in many ways to their sponsor. While reforms have been introduced in recent years, elements of this system remain and have contributed to power imbalances that may limit workers’ ability to change jobs, report abuses, or leave the country freely. Ensuring its full abolition — alongside effective guarantees that wages are paid in full and on time — is critical to safeguarding workers’ dignity, autonomy, and economic security. Delayed or unpaid wages can place workers in situations of debt, dependency, and heightened vulnerability, particularly for those supporting families abroad. This recommendation fully aligns with the Qatar Centre for Peace and Democracy (QCPD)’s work on labour rights, reinforcing the importance of sustained and rights-based reforms throughout the employment cycle.
