🌍 QCPD Does | Multilateralism Under Pressure Yesterday, QCPD attended a high-level Geneva Security Debate hosted by the Geneva Centre for Security Policy (#GCSP), titled “Multilateralism Under Pressure: Can International Negotiations Still Deliver?” and offering a rich discussion on contemporary security issues, connected to global order and human rights. 🎙️ Bringing together leading experts and practitioners on an interactive panel, the discussion unpacked how the landscape of international negotiations has evolved in recent years: shaped by an increasing diversity of actors, accelerated timelines, and a growing tendency toward forum shopping over consensus-building. Key reflections included: • The rise in international institutions reflects both dispersion and fragmentation, with overlapping mandates sometimes undermining collective action and systemic coherence. • “Forum shopping” is reshaping negotiations, as states seek more and more favourable arenas, resulting in reduced predictability and limited scopes for comprehensive “grand bargains.” • Despite normative fractures, areas of shared interest, such as climate change, continue to offer strong incentives for global cooperation. • Fragmentation may not only be a challenge, but also an adaptive feature of today’s global governance system. • It remains possible to sustain shared rules without shared values, though such frameworks risk becoming more technical and fragile. And of course, a timely and most crucial reminder for all international actors was that international law persists, even when selectively applied. Erosion of compliance does not equal disappearance of norms. 🙏 For QCPD, these discussions underscore the urgency of reinforcing transparency, and inclusivity within multilateral spaces while adapting to a more complex, faster-moving negotiation environment.
