PHR and our partners are urging Secretary Rubio to release the full $3.2 billion in expiring foreign assistance funding, including $2 billion for global health. Shifting these funds to USAID closeout costs would further weaken life-saving programs that fight HIV, TB, malaria, malnutrition, and other health threats – just as the Ebola outbreak is exposing the consequences of eroded public health systems.
