How can we use the ethical opportunities offered by data-based systems (DS) while also addressing the risks they pose to people and the planet? In his encyclical, Pope Leo XIV continues the path laid out by Pope Francis, who has endorsed two concrete proposals for action based on my research – human rights-based data-based systems and the creation of an International Data-Based Systems Agency (IDA) at the UN to enforce global regulation of DS.
