A national language treated as infrastructure. Not just Portuguese Brazilian (pt-BR) by default. Not English with a translation layer. Portuguese legal context, public services, schools, museums, citizens. The word everywhere was sovereign. Then the stack appears. EuroLLM pretraining. Arquivo.pt data. Synthetic data. MareNostrum5 in Barcelona. Deucalion in Minho. 64 NVIDIA H100 GPUs. Apache 2.0 on Hugging Face. Nothing scandalous there. Sovereign AI is not one clean thing. It is a chain of choices: data, compute, model lineage, license, evaluation, deployment, governance. Control one layer and dependency moves to another. ALIA in Madrid sits on the same chain. Teuken in Germany picked a different layer to own. If you own AI strategy in Europe, read the stack before you repeat the slogan. The open question is whether Europe can turn national pride into operating control before the boardroom asks where sovereignty actually begins.
