The newspapers are full of it: closed roads, longer queues, more traffic jams, detours, the suspension of bridge and lock replacements, and so on. It all comes down to a lack of budget, resources and the need to make choices. Sometimes not always pleasant for the stakeholders who want to use it, but still lean, efficient, and often effective. But how do you make the right choices, and which factors are important for you as the owner to take into account?
