Los Angeles County's foster care population has dropped nearly 50% since 2020 — from more than 21,000 children and youth to roughly 11,700 today. That shift reflects real changes in policy and practice: a narrower definition of neglect, expanded early legal representation for parents, and a growing investment in community-based support before families reach a crisis point. For us, it shapes how we work — strengthening families before instability escalates, providing trauma-informed mental health care, and coordinating services so no one is navigating the system alone.
