Switzerland, Luxembourg, and Germany lead the global rankings in the number of PhD holders per capita. Yet, why do European parliaments still struggle to translate cutting-edge research into effective policy? As the OECD notes: "๐๐ฉ๐ช๐ญ๐ฆ ๐ฆ๐ท๐ช๐ฅ๐ฆ๐ฏ๐ค๐ฆ ๐ช๐ด ๐ฐ๐ง๐ต๐ฆ๐ฏ ๐ข๐ฃ๐ถ๐ฏ๐ฅ๐ข๐ฏ๐ต, ๐ฆ๐ฏ๐ด๐ถ๐ณ๐ช๐ฏ๐จ ๐ช๐ต ๐ช๐ด ๐ฆ๐ง๐ง๐ฆ๐ค๐ต๐ช๐ท๐ฆ๐ญ๐บ ๐ถ๐ด๐ฆ๐ฅ ๐ข๐ต ๐ต๐ฉ๐ฆ ๐ณ๐ช๐จ๐ฉ๐ต ๐ต๐ช๐ฎ๐ฆ ๐ข๐ฏ๐ฅ ๐ช๐ฏ ๐ต๐ฉ๐ฆ ๐ณ๐ช๐จ๐ฉ๐ต ๐ง๐ฐ๐ณ๐ฎ๐ข๐ต ๐ณ๐ฆ๐ฎ๐ข๐ช๐ฏ๐ด ๐ข ๐ค๐ฐ๐ฏ๐ด๐ต๐ข๐ฏ๐ต ๐ค๐ฉ๐ข๐ญ๐ญ๐ฆ๐ฏ๐จ๐ฆ." ย The core problem? Policymakers and researchers often don't "speak the same language" โ they define complex challenges differently, and research is rarely produced in formats aligned with policy timelines or accessible to non-specialist policymakers. ย ๐๐ฐ ๐ข๐ฅ๐ฅ๐ณ๐ฆ๐ด๐ด ๐ต๐ฉ๐ช๐ด ๐จ๐ข๐ฑ, ๐ต๐ฉ๐ฆ ๐๐ฐ๐ญ๐ช๐ค๐บ ๐๐ช๐ด๐ด๐ช๐ฐ๐ฏ ๐๐ฆ๐ญ๐ญ๐ฐ๐ธ๐ด๐ฉ๐ช๐ฑ ๐ฆ๐น๐ฑ๐ญ๐ช๐ค๐ช๐ต๐ญ๐บ ๐ฃ๐ถ๐ช๐ญ๐ต ๐ฑ๐ฐ๐ญ๐ช๐ค๐บ๐ฎ๐ข๐ฌ๐ฆ๐ณ-๐ฆ๐น๐ฑ๐ฆ๐ณ๐ต ๐ค๐ฐ๐ฏ๐ฏ๐ฆ๐ค๐ต๐ช๐ฐ๐ฏ๐ด ๐ช๐ฏ๐ต๐ฐ ๐ฆ๐ข๐ค๐ฉ ๐ฑ๐ฉ๐ข๐ด๐ฆ ๐ฐ๐ง ๐ช๐ต๐ด ๐ค๐ถ๐ณ๐ณ๐ช๐ค๐ถ๐ญ๐ถ๐ฎ. Each Fellow received a tailored research package summarising todayโs most current research on their policy topics, in accessible and policy-aligned formats. Assembled by experts from some of Europeโs leading research institutions, these packages helped to guide Fellowsโ thinking throughout the policy design process.
