This paper by Kalpit A Mankikar and Amit Ranjan Alok (安学海) traces the evolution of China’s strategy from targeted #mineral controls to the sweeping October 2025 measures, specifically the introduction of extraterritorial jurisdiction and #licensing requirements for any foreign product containing Chinese-origin rare earths. Despite holding significant #reserves, India remains import-dependent—sourcing around 90 percent of its rare earths from China.
