Extracting too much gravel from an unlicensed quarry can lead to big fines. David Carlon operated a quarry in Balala without an Environment Protection Licence, which meant he was limited to extracting 30,000 tonnes of material each year at the site in Northern NSW. We made him aware of the rules but he chose to breach them, extracting over four times the amount of gravel he was permitted to in 2021 and more than double his limit in 2022. The Armidale Local Court agreed that Mr Carlon’s actions were reckless and likely motivated by financial gain. He was ordered to pay $190,000 by that Court, which included legal costs.
