“Admiral Meyer’s motto was to build a little, test a little, learn a lot,” said U.S. Navy Lt. Lorzlie Devallon, a Spring 2026 graduate in engineering science (electrical engineering) and one of four recipients of the Surface Navy Association Award for Excellence in Surface Warfare Research. “That's the kind of energy I want to bring to the fleet!” As a student in NPS’ cyber systems and operations curriculum, Devallon’s thesis explored advancements to the neural networks that support automatic target recognition capabilities in synthetic aperture radar systems. “My research supports the Navy's growing reliance on artificial intelligence and machine learning for automated target recognition systems,” she said. Devallon is one of 400+ students set to complete their NPS studies this quarter, and one of several graduates completing the school’s growing Meyer Scholar Program, a professional development effort focused on advancing student expertise in naval combat systems. “The Meyer Scholar Program helped me bridge the gap between academic research and fleet capabilities,” Devallon said, “helping me have a better understanding of the technical and acquisition research that goes into naval warfighting capabilities.” Through guest lectures and topical discussions with fleet and force leaders, the Meyer Scholar Program ensures students understand the broader context of their research and its role in advancing warfighter capability. “The program expanded my perspective beyond my immediate warfare specialty … and exposed me to the technical and the acquisition aspects of naval combat systems,” Devallon added. “It also strengthened my abilities to think more critically about emerging technologies and how they support warfighting efforts in the fleet.” Join Devallon and all of the Spring Quarter’s 400+ graduating students for NPS’ Spring Quarter Graduation ceremony with commencement speaker U.S. Marine Corps Lt.
