🤝#BREAKING On Saturday, 6 June 2026, Uganda and South Sudan signed the Memorandum of Understanding (MoU) on Cooperation in the Flow Management of the White Nile, marking an important milestone in bilateral cooperation on shared water resources. The MoU was signed by Eng. Thomas Jang on behalf of South Sudan, Eng. Sowed Sewagudde on behalf of Uganda, and Dr Nestor Niyonzima, Executive Director of the Nile Basin Initiative (NBI), which facilitated the process. The MoU establishes a practical, non-binding framework for cooperation between the two countries, including: • Exchange of hydrological and meteorological information; • Notification of significant operational measures that may affect river flows; • Coordination during floods, droughts and other extreme events; • Development of seasonal flow outlooks and technical advisories; • Strengthening of early warning mechanisms; and • Continued technical dialogue on flow management and adaptive water resources management. Importantly, the agreement fully respects the sovereignty of both countries. It creates no new legal obligations and preserves each country's authority over its own data, infrastructure and operational decisions. Supporting implementation of the MoU is the Nile Hydropower Optimization and Flow Management Decision Support System (NHPFM-DSS), an advanced web-based platform developed to provide technical advisory information for cooperative flow management. The system integrates satellite observations, ground-based monitoring data, hydrological and hydraulic modelling, forecasting tools, hydropower optimisation functions, and flood and drought risk assessment capabilities. Its outputs support informed decision-making through real-time flow monitoring, seasonal forecasting, flood and drought outlooks, early warning generation, and scenario analysis.
