The first female Civil Engineer of India, Shakuntala A. Bhagat was born in February 1933 to the ‘Father of Bridge Engineering’ in India, Shri S.B. Joshi. She completed her Civil Engineering from Victoria Jubilee Technical Institute (now Veermata Jijabai Technical Institute) in 1953 and did her M.Tech in Civil Engineering from the University of Pennsylvania in 1964. She has also served as an Assistant Professor in Civil Engineering at IIT BOMBAY(1960–1970). She was the co-founder of Quadricon Pvt. Ltd. She designed over 200 Quadricon steel bridges, with spans ranging from 18m to 138m.
