National resilience is increasingly shaped by a country's ability to anticipate and govern emerging technologies. Germany's National Security Council has recognized this reality by pairing traditional preparedness measures with a forward looking AI agenda. Alongside a review of security and emergency readiness laws, the government has announced the creation of an AI Security Institute to assess the capabilities and risks of advanced AI models, strengthen international collaboration, and help establish common standards for AI governance.
