The government has today announced major reforms to the homebuying and selling process in England - the most significant shake-up in years. The changes are designed to address a system where the average purchase takes around 120 days, one in three sales fall through, and failed transactions cost the economy up to £1.5 billion every year. Key measures include mandatory upfront 'sales packs' from sellers and estate agents, earlier binding agreements to reduce late-stage fall-throughs, a new Code of Practice and proposals for mandatory qualifications for estate agents, and a shift to digital - including property logbooks, digital identity checks, electronic signatures, and AI-assisted conveyancing. The reforms are expected to cut buying times by around four weeks, save first-time buyers an average of £650, and halve the number of sales that fall through. Countries including the Netherlands, Norway, and Finland have already demonstrated the benefits of similar approaches.
