Never underestimate the underestimated. On Monday, Ambassador Nicole Bintner and I had the great joy of hosting friends at the Embassy of Luxembourg in Washington, DC, to witness a moment that will live forever in Cabo Verdean history: Cabo Verde’s first-ever FIFA World Cup match. And what a debut it was. But what made the day unforgettable was not only what happened on the field. It was what happened in the room. Surrounded by friends of Cabo Verde, friends of Luxembourg, diplomats, community leaders, and members of a proud global diaspora, we watched something rare and beautiful unfold: a small island nation becoming impossible for the world to overlook. Against Spain — one of the great powers of world football — Cabo Verde’s Blue Sharks — Tubarões Azuis — stood tall, defended with courage, played with discipline, and earned a stunning 0–0 draw that, to so many, was a victory far beyond the scoreboard. At the center of that story was Vozinha, Cabo Verde’s 40-year-old goalkeeper, whose heroics became something larger than sport. Save after save, moment after moment, he seemed to be holding more than a goal line. He was standing between Spain and history, guarding a dream — the dream of an island nation, the pride of the Tubarões Azuis, and the faith of a diaspora that had always known Cabo Verde belonged on that stage, even before the world finally turned to look. For Cabo Verde, this was never only about futbol. It was about a small island nation announcing itself on the world’s biggest stage. It was about a people whose pride, culture, language, music, faith, and resilience have crossed oceans and generations. It was about the global Cabo Verdean diaspora — from Praia to Mindelo, from Boston to Brockton, from Lisbon to Luxembourg, from Washington to the world — seeing itself reflected with dignity and power. And it was especially meaningful to mark this occasion at the Embassy of Luxembourg. #Luxembourg and #CaboVerde share a special relationship rooted in migration, friendship, development, community, and mutual respect. For decades, Cabo Verdeans have helped shape Luxembourg’s social, cultural, and economic life, while Luxembourg has remained one of Cabo Verde’s most important partners. That made the Embassy not just a venue but the right home for this celebration. I am grateful to the Ambassador and her amazing staff for opening the Embassy and honoring the historic ties between our two countries and communities. There are moments in sports that become larger than sports. This was one of them. Cabo Verde reminded the world that size is not destiny. Population is not potential. Resources are not resolve. And being underestimated can become a source of strength when it is met with preparation, unity, belief, and heart. The Tubarões Azuis did more than hold back the Spanish Armada. They made a nation visible. They made a diaspora proud. They made history. Never underestimate the underestimated.
