NASA is increasingly clever at contracting to leverage commoditised infrastructure ( rocket launch ) so it can focus on science. They are forcing competition on the commoditised aspects and maintaining ownership of the science. They also can stretch their budgets further. Their Measures of Success are anchored to simple metrics. Rocket launch and delivery. There is much to learn from NASA; who are navigating politics, bureaucracy, and complexity, while maintaining control of their purpose. Many of our defence and mega projects do the opposite; no design authority, contracting with vague Measures of Success, and no clear programme control.
