As EU policymakers consider the Environmental Omnibus proposals, European Recycling Platform (ERP)’s latest discussion paper explores the pros and cons of suspending national authorised representative (AR) requirements and reducing EPR reporting frequencies. On balance, our analysis points to greater risks than benefits... Removing ARs limits authorities’ access to accountable legal entities, weakening enforcement, sanctions and traceability. Reducing reporting frequencies risks undermining well‑functioning EPR systems. Would a better approach be to pause far‑reaching EPR simplification until these risks are addressed? And tackle these issues holistically through the forthcoming Circular Economy Act as planned? This would allow simplification to strengthen – not weaken – Europe’s environmental and economic resilience.
