Recently, CEA-Leti and VTT announced a deeper strategic partnership covering semiconductors, photonics, quantum technologies and advanced computing. At first glance, it looks like another research agreement. But it may point to something larger. Much of the discussion surrounding Europe's semiconductor ambitions focuses on factories, investments and manufacturing capacity. Yet some of Europe's most important technology assets are not factories. They are research institutions such as imec, CEA-Leti and VTT that help develop the technologies future industries may depend upon. Which raises an interesting question. Is Europe trying to compete across the entire semiconductor value chain? Or is it focusing on becoming indispensable in a handful of technologies that others cannot easily replicate?
