Our review of maritime security history—and leading defense organizations—shows that the most critical challenges are structural, not technical. Recent developments across key maritime corridors have further underscored how quickly risks can escalate—and how limitations in coordination, governance, and response can amplify their impact. For the GCC, addressing these challenges requires a deliberate capability framework that realigns strategy, structure, and execution.
