Europe’s plan is bold: a continent-wide high-speed network by 2040. But unlocking the required investment will take more than ambition alone. From a rollingstock financing perspective, challenges remain— long lead times, capital intensity, lack of a secondary market are all barriers for new entrants. It requires a complex, but crucial to get right, risk allocation. 💡 So the key question is: who could to do more?
