The success of these multi-billion dollar assets in Angola depends on more than just "Steel." It depends on the "Human Software." You can have the most advanced FPSO, but if your crew mobilization isn't perfectly synchronized with Angolan maritime law and technical certifications, your idle-time costs will destroy your margins. we see that the real "Deep-water Frontier" isn't the ocean floor—it's the complexity of Global Mobility and Compliance.
