The approach is pragmatic: IONOS provides BSI C5-certified infrastructure (bare metal through to scalable cloud), while OpenNebula adds a modular management layer for organisations that need to go deeper. The result is a hybrid model that scales across borders without creating new dependencies. It's a meaningful step toward a coherent European cloud continuum, one that doesn't just comply with sovereignty requirements, but is built around them.
