Glenn Agung Hole, PhD. Interviewed by Silk Way TV on Kazakhstan's Constitutional Reform Dr. Glenn Agung Hole, Associate Professor at the University of South-Eastern Norway (USN), Honorary Professor at Sarsen Amanzholov East Kazakhstan University, and Founder of the Institutional Capital Project, was interviewed by Silk Way TV, one of Central Asia's leading international broadcasters, to discuss the strategic implications of Kazakhstan's new Constitution, which entered into force on 1 July 2026. The interview focused on a central question: How will Kazakhstan's constitutional reform influence the country's institutional development, investment climate, entrepreneurship, and long-term economic competitiveness? According to Dr. Hole, constitutions are far more than legal documents. They establish the institutional framework that shapes economic behaviour, strengthens investor confidence, and enables sustainable development over time. During the interview, Dr. Hole highlighted that: • Strong institutions reduce uncertainty and create better conditions for entrepreneurship, innovation, and long-term investment. • Investors are generally willing to manage commercial risk, but institutional uncertainty remains one of the greatest obstacles to sustainable economic growth. • The true success of Kazakhstan's constitutional reform will depend not on the constitutional text itself, but on how consistently its principles are implemented through public institutions, the judiciary, and economic governance. • As a country strategically positioned between Europe and Asia, Kazakhstan has a unique opportunity to strengthen its international competitiveness through institutional modernization.
