It is widely acknowledged that meeting the UK's clean energy goals is, in large part, a local challenge. About understanding local challenges and opportunities, and providing the resources and capacity required for more effective governance. In that context, all eyes are on what Andy Burnham will bring to the table as PM. If his past statements are anything to go by, we can expect to see a ramping up of emphasis on local and community energy, and a devolution of power to local areas to actually deliver it.
