AFCA has released updated Rules that significantly expand its jurisdiction over scam‑related complaints, marking a major shift under the Scams Prevention Framework. Receiving banks may now face determinations even where they are not the consumer’s bank, with liability able to be shared across multiple institutions. The reforms raise expectations around scam prevention, transparency and accountability and signal a move from “who was the customer?” to “who could reasonably have prevented the scam?”.
