In their new Forefront article, Xiaoshun Li, Lawrence Gostin, and Nicole Hassoun from Georgetown University argue that, without concrete financial commitments and well-designed resource allocation systems, the WHO Pandemic Agreement’s promise of equitable access and global pandemic resilience will remain out of reach. "The Agreement reflects real progress and should be recognized as such, but its true impact depends on implementation. Key provisions on intellectual property, financing, and health systems remain non-binding. Moreover, the Agreement will only open for signature once the Intergovernmental Working Group (IGWG) finalizes the PABS annex by May 2026. That process will determine whether equity promises become enforceable obligations or remain aspirational. Without real accountability, this achievement risks failure of implementation, not vision."
